Rijiju to arrive in state on July 4

ITANAGAR, July 2: Union Minister of State for Home Affairs Kiren Rijiju will be arriving here on July 4 on a two days visit. This will be his maiden visit to state after being appointed as union minister.

Apart from his official programs, Rijiju is expected to attend a series of meetings with the political leaders, NGOs, student organizations, academicians, intellectuals and social workers during his two days visit, informed state BJP spokesperson Techi Necha.

He will also inaugurate the Computer Education Centre (CEC) for imparting basic computer education to the students at Abo-Tani Vidya Niketan Secondary School, Pachin Colony, Naharlagun on June 5.

 

Monigong cut off

AALO, July 2: The Monigong Circle of West Siang District is reportedly cut off and Monigong Hydel Power was also washed away due to erosions and landslide triggered by heavy rainfall in the last few days.

Appeal to withdraw bandh

ITANAGAR, July 2: Arunachal Pradesh Congress Seva Dal today appealed to the All Arunachal Pradesh Students’ Union (AAPSU) to withdraw its proposed 36-hour state-wide bandh call from 9th July 2014.  Bandh call is not a solution to their charter of demands, Seva Dal said adding the union should find democratic way to resolve the deadlock. Congress Dal also stated that the bandh hampers the developmental activities in the state.  “AAPSU instead of going for bandh should focus on development of school infrastructures and shortage of teachers in the remote areas” added Seva Dal.

 

PPA  reiterates demands, resolves to strengthen party

ITANAGAR, July 2: Expressing satisfaction over the performance of the party in the last Parliamentary and Assembly elections in the state, the People’s Party of Arunachal (PPA) today decided to work more rigorously and cohesively for further improvement of its performance in future.

While reviewing the performance of the party in the elections, the PPA in its executive body meeting held in the party office also re-iterated its charter of demands like White Paper on financial status, hydro power, mines & minerals and privatization of higher education. It urged the Chief Minister Nabam Tuki led new Congress government to fulfill its demands  at the earliest.

Meanwhile, the meeting unanimously resolved that the depiction of Arunachal Pradesh as the part of Chinese territory by the Chinese cartographers is misleading and extremely unfortunate. It demanded the Central Government to take up the matter with the Chinese authority with utmost sincerely and seriousness.

 

School admission fees refunded after APATCYO’s intervention

ITANAGAR, July 2: The school authority of government higher secondary school Kankar Nallah Naharlagun has refunded the admission fees taken from the students after the intervention of Arunachal Pradesh Abo Tani Youth Clan Organization (APATCYO), a release claimed.  The organization has been pressing the authority not to charge admission fee from the students as per RTE Act 2009  which advocated for free and compulsory education to children. APATCYO has been demanding for the proper implementation of RTE Act 2009, proper distribution of books and mid-day meal to children, appointment of adequate numbers of school staffs and refund of admission fees taken from the students. Earlier students had boycotted the schools under the banner of the organization demanding early reddressal of its demands.  

Truck union supports chaka bandh, demands re-arrest of accused

ITANAGAR, July 2: All Lower Subansiri & Kurung Kumey District Truck Union yesterday expressed solidarity to Truck Driver Union of North Lakhimpur District, Assam in its indefinite Chaka bandh of truckers while registering protest against granting of bail to an accused who had allegedly attacked drivers of trucks (registration Nos. AS-18A-2113 and AS-19C-0062 and AR-06-5671) recently. The union of both the districts urged the police authority to re-arrest the accused who was involved in physical assault and looting of money and mobiles from the truck drivers.  A case no.17/2014 U/S-392/34 IPC had been registered with police station Yazali in this regard,  a release said.

 

‘Deport ILP defaulters’

ITANGAR, July 2: All Upper Subansiri District Students’ Union (AUSDSU) has alleged police deployed to man Likabali check gate of charging high amounts from non-Arunachalees against issuance of temporary inner line permit (ILP).

While condemning the alleged act, AUSDSU demanded the administration to stop the practice of issuing temporary ILP to non-Arunachalees.

The Upper Subansiri district administration responding to a representation of the union started ILP checking. The administration, instead of deporting ILP defaulters from the district, has been issuing temporary ILP, the students union alleged. AUSDSU demanded the authority to deport all ILP defaulters from district failing which the union threatened to launch democratic movement.

 

Subject teacher sought

ITANAGAR, July 2:  Claiming that government secondary school Nacho and government higher secondary school Kodak in Upper Subansiri district are on verge of defunct due to shortage of teachers, Orphan Trust Society  sought for subject teachers in both schools for smooth functioning. In a letter addressed to the Director School Education, the society claimed that students who have passed Class VIII and X standards of the said schools are running around for admission in Daporijo. It requested the director to take serious note of the plight of said schools.

 

Interview opposed

ITANAGAR, July 2: The Unemployed Arunachalee Engineers (Electrical) (UAEA) today strongly opposed the recently conducted junior engineer written examination under Power Department claiming that it had violated the recruitment rules and the High Court Order dated 24th May 2012.  In its memorandum submitted to the superintendent engineer (Co-ord), the union argued that written examination result should be within 1:3 ratio. Citing the high court order it said that after advertisement of vacant posts, if any vacancy comes later, the department should go for fresh recruitment process.

Beauty contestants visit hospital

ZIRO, July 2: All the 15 contestants of 3rd Miss Apatani beauty contest headed by their choreographer Vyang Yirang, former Miss Arunachal 2009 have visited district hospital today where they distributed fruits and other eatable items to the indoor patients.

The beauty contest is organized by the Central Dree Festival Committee (CDFC), Ziro.

The contesting team while distributing the edible items interacted with the patients as well as medical staffs. Dr. Kime Horming, Medical Superintendent appreciating CDFC for bringing beauty contestants to the hospital and wished them all the success in their line of interest.

Green ministry is no more a roadblock: Prakash Javadekar

NEW DELHI, July 2:  Timelines for environmental and forest clearances are being brought down and processes made transparent, Environment Minister Prakash Javadekar said today seeking to exorcise the image of "roadblock" his ministry had gained during the previous UPA government.

But the new minister does not want to indulge in any blame nor his ministry has the exact financial estimate of the loss or the worth of the projects which were kept pending for clearance during the UPA government.

Javadekar suggested that the approach of his predecessors in the ministry had caused a "loss of face" to the nation as it was seen as "speedbraker" to development and foreign investors had started leaving the country.

He told PTI that he has inherited thousands of pending files as legacy from the previous UPA government and the monetary damage it caused is "innumerable".

Promising to speed up the green clearances processes, he said, "decisions are in, delays are out".

Talking about the steps already initiated, Javadekar said, "we will bring down the timeline. For environment clearance, two months we have already decided. For forest clearnace also at that stage. There are two stages. ToR and final clearance.

"But we are setting timelines and there was a huge process of 200 days which also we can bring down. For every industry it is different but we will shorten the process without compromising quality. But by simplifying processes we can do in a shorter span of time," Javadekar said.

"...I got a legacy in which the environment ministry was perceived as a roadblock ministry...a speed breaker to the growth. Therefore after assuming charge I assured the people that we believe and our firm conviction is that both environment protection and growth can go hand in hand.

"My slogan is development without destruction. We care for mother earth. We care for nature. But we want development also. They are not foes they are friends," he said.

Asked about alleged irregularities under his predecessors, the Minister said he will do "due deligence" after some time but his first priority was to "deliver".

"It is innumerable," Javadekar said when asked any estimate in crores as to how much the country lost due to delays in environmental projects.

The Minister said he was prioritizing defence and public welfare projects like national highways, railways, ports, roads, airports and linear transmission for clearance.  PTI

 

 

Centre  assures support to open model schools in backward blocks

ITANAGAR, July 2: Secretary, School and Literacy, MHRD R Bhattacharjee has said that Centre will provide all support for setting up of model schools in educationally backward blocks of Arunachal Pradesh.

Bhattacharjee gave this assurance to State Education Minister Tapang Taloh when the latter called on him at Shastri Bhawan, New Delhi.

Bhattacharjee suggested Taloh for timely submission of proposals on teacher education, scholarships and model schools besides submission of utilization certificates to absorb more fund from central government. He also advised Taloh to place sincere people in position to avail more fund under the statuary provision of RTE and accepted the invitation of Taloh to visit Arunachal Pradesh.

Earlier, Taloh appraised the Secretary about the educational scenario of the state.

Taloh was accompanied by Secretary, Education RK Mishra and Education OSD D K Chaturvedi, according to an official release.

 

 

Minimize bandh culture, adopt the path of negotiation: CoSAAP

ITANAGAR, July 2: The Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has appealed to various organizations of the state to minimize the bandh culture saying bandhs only bring sufferings in all form to common people, especially the poor and the patients. The organizations should adopt the practice of negotiations and open discussion which is the appropriate method to solve any differences or to redress any grievances, the CoSAAP observed in its central executive committee meeting held here with its president N. L. Togu on the Chair today.

It also urged the State Govt. to provide adequate securities to the Govt. employees during bandh calls and issue proper instructions before one or two days of proposed bandh, otherwise, ‘employees tend to remain back home due to security reasons.’

While appreciating the AAPSU’s concern for release of salaries of Govt. employees, CoSAAP clarified that employees are getting their monthly salaries on regular basis. “CoSAAP doesn’t authorize any organization to raise their issues with Govt. Representatives of CoSAAP are constantly taking up their grievances with the Govt., the recent ones being with CM on June 18 and  Home Minister on July 1. Therefore, CoSAAP appealed the Apex Student organization not to mix up students’ grievances with that of the employees. Even if they do, prior discussion or opinion should be obtained.”

On the AAPSU’s demand for termination of service of SDPO Bomge Kamduk, CoSAAP said that the officer was on bonafied uniformed Law & Order duty and the incident happened was inside the P S Itanagar and as such, question of dereliction of duties and termination of service doesn’t arise. The officer has only rendered his normal duty, it said.

CoSAAP further opined that issues regarding posting of DDSE-cum-DPO in the districts also fall under the ambit of its activities. “However, points are raised pertaining to the posting of juniors in the administrative posts in education department which humiliates the senior. It  is genuine demand for both employees and students. Therefore, this issue has been discussed with concerned department for streamlining the administrative setup on seniority and fit basis which the education department is taking up seriously under the dynamic leadership of Education Minister Tapang Taloh and parliamentary secretary education Bamang Felix.”

While discussing other important issues, the Apex Employees Organization sincerely requested the concerned heads of departments to monitor the public utility delivery systems regularly and constantly to reach out to the common man’s requirement.

‘Caste Away Bharat Yatra’ reaches Itanagar

ITANAGAR, July 2: In a bid to create awareness and get caste-system eradicated in India, Dubai-based lawyer and activist K K Sarachandra Bose on Wednesday reached state capital Itanagar as part of his nation-wide campaign ‘Caste Away Bharat Yatra’ against casteism. Flagged off from Thiruvanantha-puram, the capital of Kerala, on June 9 last the 40 days Yatra reportedly covered around 20 states so far.

Addressing the media persons at a press conference at Arunachal Press Club here today, Bose, 62, who has served a mandatory notice on the central government in Delhi to eradicate the social classification method by the end of this year, informed that his journey would take about 40 days covering a total distance of 14,000 km before culminating in New Delhi on July 18.

Accompanied with his 34 volunteers, he has been addressing people and also freely distributing copies of his book titled, ‘Caste Away! India, Hinduism & Untouchability’. “I have been receiving an overwhelming response from all sections of the society, including the media,” said Bose, who been practicing law in the Gulf for three-and-a-half decades and is a member of the International Bar Association.

He further informed that he is distributing 10,000 free copies of his book that has been completed after research of 40 years. “I have handed it over to the President of India, the Prime Minister, Members of Parliament, besides Chief Ministers, Legislators, Judges of the Supreme Court as well as Several High Courts,” Bose told media-persons adding this book is not just a publication but a request to the Government of India for Constitutional Reform to eradicate the caste system from the country - by or before 31 December 2014.

Regarding caste system in the country, Bose says that caste system is around 300 years and became a biggest curse in the Indian society and it must be eradicated at any cost.

“Earlier only class existed but with the entry of British in India the caste system became prominent and later inclusion of caste system while framing constitution made the situation worst,” he said adding he was doing a penance through his ‘40 days Bharat Yatra’ to make the people understand its ill effect.

He appealed every Arunachalee to join hand to the cause by morally supporting the 40 days Bharat Yatra. “Everyone should come forward to eradicate this social curse”, he opined adding every human being irrespective of caste, creed, religion etc should be treated equally.  

When queried about the expenses and sponsorship of his trip, he said that the expenses of his road trip were completely self-sponsored.

"I do not depend on any organisation or political party; though I am happy many among them are supporting my cause. I bank on my own conviction and - more importantly - the book," he said. He further informed that his next destination is Nagaland and all the northeastern states.

 

 

MLA expresses dissatisfaction over poor quality of work under RAMSA, SSA

TEZU, July 2: “The new building got early leakages and windows and doors are below the quality, these kinds of sub-standard works of the contractor shows manipulation and have no right to claim for bills until the contractor ensured quality and complete the building ensuring proper guidelines and specification”, said  local legislator Dr. Mohesh Chai during his sudden inspection to those newly upgraded school class rooms under Rashtriya Madhyamik School Abhiyan (RAMSA) and Sarva Shiksha Abhiyan (SSA) of the area.

Expressing his discontentment over the poor quality of work, the MLA said that “Education being the backbone of a society, there would be ‘0’ tolerance against any sorts of loophole or misappropriation in the implementation of education policy in entire Tezu  and Sunpura area.

MLA after inspecting  and  monitoring Telluliang School expressed regret over the poor qualities of toilet and drinking water tank for both student and teacher where he found apparent missing of basic engineering concept. The authority must adhere to the laid down guidelines and norms to ensure qualitative work, he added.

Hage Vevian, Headmaster in -charge Govt. Secondary School Telluliang said the newly ungraded four class rooms under RAMSA got roof leakage but after complaint it was put right.

Further, the MLA at New Foundland School refutes over the delayed in executing of school building under SSA which was sanctioned on 2012 – 13 financial year. The Primary School has also failed to facilitate ever necessary furniture to the student of Class – I where student are found setting on the floor. The MLA urges the DDSE to do the needful at the earliest.

Meanwhile, MLA inspected the oldest Govt. Hr Secondary School Tezu, where newly incomplete classroom get underway.

He expressed satisfaction and requested for the early completion of the building to adjust overpopulated wards. The MLA was also positive for replacing of dilapidated boys hostel with new hostel building having proper security wall and further ensured to renovate Girl’s hostel including Toilet from MLA LAD Funds.

Capital Complex hold Tagung Neri SC to 2-2 draw

ITANAGAR, Jul 02: Capital Complex Sporting Club (CCSC) came from behind twice to secure a 2-2 draw against Tagung Neri Sporting Club (TNSC) in a crucial group level match in the first Takam Sharmila Gora Memorial Football Tournament today.

The match began on an attacking note with both the teams creating equal scoring opportunities.

Tagung Neri SC took the lead in 33rd minute when captain Ganga Rimo scored a free kick from just outside of the penalty box. However, the lead proved short-lived as Capital Complex would answer within six minutes as Rakesh Sinha headed in Tadar Kojum’s free kick to restore parity.

The score remained 1-1 at half time.

Tagung Neri SC started the second half on aggressive note as the team was in desperate need of a win. Tagung Neri SC regained the lead for a second time when Meochi Effa scored in 50th minute. But luck did not favor the team as the referee awarded a penalty kick in favor of Capital Complex in 67th minute. Tatung Tadu converted the spot kick not only to restore parity but also to deny Tagung Neri SC a much needed win.

ITBP, Kimin were held to a 1-1 draw by FC Doimukh in the second match of the day today.

Gumli Riba and Takio Agung were the scorers for ITBP and FC Doimukh respectively.  Both the goals were scored in the first half.

Parl. Secy. lauds medal winning karate players

ITANAGAR, July 2: All the five karate players of Arunachal Pradesh, who represented India at South Asian Karate Championship at Delhi recently and won six medals, called on Parliamentary Secretary (Sports and Youth Affairs) Likha Saaya in his office chamber, Chimpu near here today afternoon on invitation.

Saaya interacted with the players and expressed immense happiness over their stupendous performance in the championship. Saaya asked the officers of his department to do the needful for providing them with incentives as per government norms.

The players, who called on the parliamentary secretary, were Sinne Mikhu, Likha Lej, Raja Yangfo, Bamang Yakum and Yapung Sonam.

Sinne, Lej, Raja and Yakum bagged one gold medal each while Yapung won a Silver. Sinne also bagged a bronze in Individual Kumite.

Being informed about selection of all the gold medal winning players for Asian Karate Championship to be held in Malaysia in August next, Saaya assured to extend them financial assistance from the government side for the trip.

The newly appointed Parliamentary Secretary also said that he will try his level best for further development of the games and sports in the state.

The players were accompanied by Arunachal Karate Do Association vice president Yarda Niki, general secretary L Marik, joint secretary Charu Tatung. Arunachal Olympic Association secretary general G Doke was also present on the occasion.

 

 

APDA organizes blood donation camp to mark Doctors’ Day

ITANAGAR, July 2: The Arunachal Pradesh Doctors’ Association (APDA) observed Doctors’ Day in befitting manner by organizing voluntary blood donation camp at Arunachal State Hospital, Naharlagun yesterday.

The members of the association in continuation of its philanthropic and humanitarian services led the blood donation event at Naharlagun and Pasighat. Many voluntary donors from different walks of life donated blood on the occasion.

The APDA since its inception has been engaged in humanitarian services such as holding outreach camps in remote areas, responding to call at the time of crisis like epidemics or natural disaster etc.   

The camp was inaugurated by Director of Health Service Dr. K Nishing followed by distribution of fruits to the indoor patients of ASH.

RKM Hospital also organized a blood donation camp to mark the National Doctors' Day.

Doctors from various hospitals and paramedical staff donated blood.

Speaking at the academic session, Swami Brahmeshanandaji Maharaj from Benares Ramakrishna Math, who himself is a MD, exhorted the doctors to serve the society selflessly.

Doctors from Heema Hospital, Niba Hospital and ASH, Naharlagun participated in the seminar cum interactive academic session that highlighted management of heart failure, tuberous sclerosis and diabetes in pregnancy and hazards of blood transfusion. Emphasis was also given to encourage the doctors to spread the awareness of voluntary blood donation and ensure safe transfusion.

 

 

MLA flags off APST bus service, visits defunct circle office

DAPORIJO, July 2: Dumporijo MLA Paknga Bage yesterday flagged off the newly introduced Baririjo-Daporijo daily bus service of the Arunachal Pradesh State Transport in an impressive function at Barirjo yesterday. Panchayat leaders, Govt officials including APST staff and general public attended the  function.

Speaking on the occasion, MLA Paknga Bage has appealed to the public to cooperate with transport authority for smooth running of the daily bus service for the benefit of the villagers specially the students community. The credit of introducing the new bus service in the area should be given to Chief Minister Nabam Tuki and Parliamentary secretary Transport Jomde Kena who did their best for introduction of the bus service, Bage added.

Meanwhile, MLA Paknga Bage visited secondary school, Baririjo and expressed deep concern over the dilapidated condition of the school. He also visited the defunct office of the Circle Officer and administrative centre of Maro.

Expressing deep shock over the fact that the Govt. properties have been deserted for many years without posting of any govt. staff including Circle Officer, he directed the authority concern to take steps  for proper use of Govt properties and make it function. The MLA also appealed the people to extend cooperation to start administrative activities without delay.

“The district administration was informed many a times about the unwillingness of the circle officer and staff to perform their duty from their posting place at Maro. They never come to their administrative centre and stay at Daporijo (merely 45 km from Maro). Poor villagers have to visit Daporijo just for a signature of the Circle Officer,” one of the prominent villagers informed the  MLA.

 

 

MLA calls for early completion of Dibang bridge

ROING, July 2: The Parliamentary Secretary for Water Resource Department cum Dambuk MLA Gum Tayeng visited the under construction 5.2 Km Dibang river bridge project today.

Tayeng met the Deputy General Manager, Engineers and PRO of the Navayuga Engineering Company Ltd, Dibang Bridge Project at the site and expressed happiness over the  work progress. She urged the company to complete the bridge within the specific time saying that this particular bridge is of a paramount importance as it will solve the communication problem of Dambuk Sub-Division to a great extent. The bridge will also provide all weather connectivity between Dambuk ADC Headquarter to the district headquarter, Roing which remains cut off for 6-8 months of the year during rainy seasons and would also serve as a conduit for development in the area, she further expressed.

Deputy General Manager of the Navayuga Engineering Company Ltd, Dibang Bridge Project  apprised the visiting dignitaries that efforts are on to complete the bridge on slated time, that is by December 15, 2015.  He informed that the company has made tangible progress during the last winter season but due to pre-monsoon rainfalls and increased of river water, the progress is bit slower in this season though the work is progressing.

District Disaster Management Authority reaches out to schools

TEZU, July 2: District Disaster Management Officer cum Master Trainer National School Safety Awareness Programme headed by D. Norbu has been conducting School Safety Awareness Programme, Mock drill, and Rapid Visual Survey in all Schools under Lohit District from  June 30 last. The programme is being conducted under NSSP in collaboration with School authorities.

The team including DDMO, Political Assistant Jogin Tamai, RWD Surveyor R.K.Pandey and BEO (DDSE Office) began its awareness on RVS and mock drill from Tezu - Sunpura Block from June 30 last.

School safety pamphlets, posters, and calendars were distributed in all the schools covered so far. School first aid kits under NSSP were also handed over to the school authorities.

The team highlighted on basic hazards like poor drinking water facility in schools, poor construction of new school buildings, poor electrification in classrooms, lack of proper fencing and boundary walls etc. The problems were taken up on safety and security ground for the students.

The team expressed their satisfaction over the conduct of awareness programmes on disaster situation like earthquake, flood, fire accident in the schools. They however suggested the school authorities to make "disaster awareness" a regular activity in the schools. DIPRO

 

 

EDC urged to shoulder responsibilities

PASIGHAT, July 2: To make wildlife conservation measures more effective in and around D’Ering Wildlife Sanctuary (DEWLS), the wildlife officials of the district on Monday sat in a joint meeting with the members of State Wildlife Board, Ecological Biodiversity Conservation Society (EBCS) and Eco Development Committees (EDCs).

Explaining the objectives of the meeting, of EBCS chairman John Apum explained the role of the EDC members and local in the protection of wildlife in their respective areas.

Stating that the EDC members are stakeholder of the wildlife sanctuary, he urged them to render dedicated service for promotion of DEWLS as tourist spot so that eco tourism project can be implemented in the fringe areas.

Informing that the government is all set to implement various eco tourism projects in the protected areas, the Divisional Forest Officer (WL) suggested the EDC members to place need base scheme through due consultation with the department. The DFO informed that he has placed various schemes such as agriculture land development, irrigation, drinking water supply, construction of school building and community hall besides development of orchards, medicinal garden and animal faming schemes, but these are yet to be approved by the authority.

The DFO urged the EDC members to keep close vigil on suspected movement of fishermen within the WLS and report it to the authority. Referring to a recent case of illegal trespassing  in the sanctuary, the DFO informed that legal steps has been intimated against eight members of a local NGO, who had committed the offence in the name of searching for a buffalo carcass inside the sanctuary.

The Eco Development Committee (EDC) in the Wildlife Division has been constituted as per central government guidelines. More than 3000 members including the Gaon Burahs, PRI members and nature lovers from 23 fringe villages of DEWLS are included in the committee. As per government guideline, EDC chairman should be selected from the public, while concerning Range Officer/s (WL) is member secretary of the committee.

 

 

Disaster management plan for West Siang reviewed

AALO July 2: The Disaster Management Plan in West Siang has been intensified in the Review Meeting held under the chairmanship of West Siang District Deputy Commissioner In-charge Ravi Dhawan at Conference Hall of DC Office today.

The meeting was attended among others by Commandant Army, BRTF, ITBP and HODs of the district.

Presiding over the meeting, Dhawan urged all HODs to give the list of manpower, equipments and vehicles under their possession to utilize them in any crisis situation. He said that since many of the local officers have been serving in the district for a long period of time they should prepare their contingency plans as per the local threat perception as experienced in the past. Exercises should be carried out at different locations to survey vulnerability and such vulnerability mapping should be intimated in advance to take precautionary measures. He also said that Road blockade, Water logging and clearance of drainage are important to prevent disaster. He directed the concerned department to stock sufficient essential commodities and medicines as break up of epidemic and water borne diseases is a usual phenomena in such situation.

He also suggested that the medical department should keep in touch with the army for medicinal help in different outposts of the district and effort will be made to tie up with the BSNL for uninterrupted communication network, he added.

The representative from army, BRTF, ITBP and HODs of the district too forwarded their suggestions on ways and means to tackle natural disaster. The Incident Action plan, roles and responsibilities of every department, Control Room Management, tie up with PRI, NGOs etc. were discussed in the meeting. DIPRO

 

 

Ruksin block gets Anchal chairperson office

RUKSIN, July 2: Fulfilling a long pending hope of the local people, Pasighat West MLA cum Parliamentary Secretary (Industry) Tatung Jamoh today inaugurated the much awaited Intermediate Panchayat Resource Centre (IPRC)of Ruksin block set up inside Ruksin SDO (C)’s office here in presence of the PRI members and government officials.

The resource centre building meant for block Anchal Chairperson Office was constructed by Rural Development Department during 2010-11 year. The government has sanctioned Rs 97.50 lakh for construction of 23 such IPRCs in East Siang district. The estimated cost of each building was Rs 10 lakh.

After inaugurating the building, the MLA Jamoh suggested PRI members to keep close coordination with the Anchal Chairpersons and ZPM for smooth conduct of the Panchayat activities. While urging the elected leaders to shun their party differences in Panchayat and Rural Development works, the MLA assured to grant necessary fund for extension of the office building and procurement of necessary equipments to run the Panchayat office smoothly.

Ruksin Anchal chairperson Aruni Jamoh, who was seen enthusiastic with the opening her office today, sought cooperation from the PRI members for successful implementation of various rural development schemes and to carry out other Panchayat activities.

The three-room building was lying unused for the last two years.

Ruksin block ZPM, Tonggeng Panyang appealed the local MLA to initiate for sanctioning of more fund to develop infrastructure of the office in future. He said that the office for Anchal chairperson and ZPM was urgently needed for the state government is all set decentralize power of collection of electric bills, forest royalty and levying of taxes at their level.

Official sources informed that state government signed an MOU with a Delhi based agency for construction of the IPRC in the state. But the contractor concerned after construction of building in some selected locations, withdrawn about 75 percent money though fake bill and SIT is investigating the alleged financial irregularity.

On the other hand, the demand for establishment of a Community Development Block and posting of a full-fledged BDO at Ruksin is still unheard by the government, which is causing a great deal of dissatisfaction among the villagers in Pasighat West area.

 

 

DDSE clarifies

AALO, July 2: West Siang DDSE Tomi Doke today said that his ouster was demanded without knowing the ground reality associated with cash transaction.

Reacting to a recent news item published in section of local dailies demanding ouster of the DDSE for his alleged involvement in fund misappropriation and improper cash transaction, Doke in a clarification said  that allegation on misappropriation leveled and ouster of Aalo DDSE has been flashed in the media without knowing the ground reality associated with the cash transaction of Rs. 5,66, 132/- on 7th  March being contingency bill of BSG/ Adult, Rs. 33, 66, 012/-  on 14th  March being ARR/HRA bill/ Honorarium bill, Rs. 2, 99,11, 185/- on 18th March as ARR/HRA/Increment bill/ARR MACP bill etc. “Since the Govt. account was misplaced and untraceable in the fag end of peak month of March, there was no alternative left than to plead the Chief Branch Manager, SBI Aalo to give permission to deposit the drawn amount for the time being in personal account, DDSE Aalo till official account is traced. The Chief Manager agreed and allowed us to deposit the above amount just to tide over the inconvenience. By the time the election code of conduct was in operational and all bank related transactions were fed from time to time to the DEO by the bank and E-mailed message of the DEO on deposit of Govt. money in the personal account of DDSE was sent to the Election Commission and DSSE was relieved from duty vide Govt. order no. WS/EST-1/56 Dated 02-04-2014 basing on that report as follow up action from Govt.”

However, an inquiry into the whole episode was conducted by the Superintendent of police, SIC (Vigilance) Itanagar, vide no. SIC/VIG/31/ENQ/2014 dated the 3rd April under A.B. Mandal Inspector and the inquiry report concludes “From the findings, it is revealed that no any foul play or criminal intension for misappropriation of govt. money could be proved against Tomi Doke, DDSE West Siang District, Aalo.”  

“Basing on the inquiry report, the DDSE was posted back to Aalo vide order no.SEDN-99/2014 dated Itanagar the 26th June, superseding the previous order. The Govt. money in question is intact and reached its due destinations. The hue and cry about the monetary transaction emanated solely on the ground that it was deposited in his personal account under compelling circumstances,” it was further clarified.

Rough days ahead

The first General Budget of Narendra Modi government will be presented on July 10 by finance minister Arun Jaitley. With country’s economy in shambles, it is expected that some harsh measures will be announced by Jaitley in the budget. Prime Minister Narendra Modi has already warned of tough measures to improve the country's financial health. Economists believe that hike in railway fares is the first step towards stabilizing the economy. This may be followed by increase in prices of gas, kerosene and urea. Subsidy on these items has become burden on union government. Modi government may also review food security law. At present nearly 66% of population is covered by this law. It is feared that food subsidy bill could escalate if beneficiaries are not reduced.

Corporate exemptions could also be cut. Because of the exemptions, effective corporate tax rate is only about 23%. Rs 68,000 crore corporate tax has been foregone in 2012-13 because of exemptions given by previous UPA government. These measures may have short term impact, but, economists believe that in the long run country stands to gain. Government of India should take opposition parties into confidence so that proceeding of parliament is not disturbed due to any deadlock arising out of budget. Country is going through tough phase and it is time politicians’ rise above petty politics and work unitedly for betterment of India.

Violation of RTE act

Dear Editor,

I would like to raise my voice against the violation of Right to Education Act in Govt town middle school, Daporijo. Recently it came to my knowledge that school authorities were asking Rs 400 from every student as an admission fee which is a serious violation of RTE Act.

But above all, the school authority asked every student to bring their own bench and desk otherwise the text-book would not be issued to them. It means that no admission without bench and desk.  It is a real headache for poor student who can’t even afford the admission fee. To sit in the class, now they have to buy bench and desk from the market. It’s really shameful for our beloved govt and I would request to higher authority of education department to kindly look into this matter and solve this problem as early as possible.

Dear Editor,

Through your valuable daily, I would like to  draw the attention of education department of state and most importantly DDSE of West Siang district regarding midday meal and admission fees being charged to students of Govt School.

RTE Act has been implemented in 2009 but still there are many govt schools where students are being charged for admissions and books.

The Govt School of Rumgong is worst than other govt schools of the states because this is one such school where mid-day meal are provided one kg per student annually and remaining rations never reach the students whereas midday meal schemes are supposed to be provided every schooling days and not annually.

Therefore, I would like to request DDSE of West Siang district, local MLA of 32 Rumgong constituency and Adi Student Union leaders to raise the voice against such issues. I would also like to request the education minister to do the need-full action and stop such practices immediately.

Case solved

This is in reference to the news item ‘student victim of corporal punishment’ published in your daily on June 27.

I on behalf of parents/guardians of Siyom Valley School Pessing would like to clarify that there was a misunderstanding between Principal, School Managing Committee and the father of the victim.

In this connection, a meeting was convened under the chairmanship of Tahong Mibang, former ZPM Jomlo Mobuk at Siyom Valley School premises on June 29 with all concern. The parents unanimously decided to solve the case amicably.  So the press statement made by the GSU may not be taken otherwise.

RTE Act does not exempt all fees

Dear Editor,

At the very outset, I want to clarify that I am neither a school administrator nor a teacher. Nevertheless, I would like to state that RTE Act 2009 is not only about admission fees, it has many provisions too.

We should know that apart from classroom teaching, so many extra or co-curricular activities are done in a school for all round development of the students for which fees are collected from the students as admission fees.

Further, nowhere in the RTE act, 2009 it is written that admission fee should not be collected from students. The provision in which fees is mentioned (Sub-section 2 of Section 3) is read as follows: ‘Free’ means that no child shall be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing elementary education. We should read and understand this provision carefully.

The matter to be pondered about in this provision is, “...which may prevent him or her from pursuing and completing elementary“. For me, it means admission fees can be collected from every students but if a parent/guardian of a child is unable to afford admission fees then only his/her admission fee can be exempted. In the same way, if the parent or guardian of a child can afford the admission fees then nothing is wrong in collecting the fee from them.

I also know that our people purchase cell phones, fashionable items for our children in prices ranging from Rs. 5,000 to Rs. 20,000 but on the other hand, we are reluctant to pay school admission fee of not more than Rs. 500 for a whole year.

Nowadays, even a beggar can afford Rs. 200-Rs. 500 for his/her ward’s admission fee then why so much hue and cry for a meagre amount being collected as admission fee.

Please, my dear fellow Arunachalee, wake up, show right path to your children, help schools and stop misleading the students.

Lastly, I would also like to request the Commissioner, Education, Govt. of Arunachal Pradesh and his department to let a knowledgeable person interpret correctly and exactly the provision of RTE Act 2009.

Where the roads disappear

Dear Editor,

Through this daily, I want to draw the attention of higher authorities of all the concern department and public leaders of West Siang.  You may have seen the situation of Likabali Town while travelling through it.

As soon as we enter the town area we get to see water all over the market, the roads totally disappear under the water. Sometimes we even have to drive guessing the road. The police station and most of the medical quarters are submerged under water.

One of the most important markets ‘the Saturday market’ is worse affected and it is only the main income source of nearby villagers.

The reason behind all these problems is that there is totally no drainage system in entire town.

We all know that Likabali is situated in the foothill and these areas are most affected during rainy season since all the water accumulates here, so we need to have a proper drainage system to overcome the problem. Even the ancient Harappa civilization had a proper drainage system, then why can’t we have with all the modern technologies.

A village where the govt is yet to reach

Dear Editor,

Yogong village is located under Rumgong circle, West Siang District. It is just 15 km away from Rumgong and it takes 3- 4hrs on foot. Yogong is considered as one of the most literate villages in 32-Rumgong (ST) Assembly constituency however this village is also considered as one of the most backward villages of West Siang District.

I, as a loving son of Yogong village would like to highlight the tremendous problems being faced by the villagers.

There are no road connectivity, electricity, water supply phone communications, medical facilities, not enough school teachers.

There are no facilities provided by the government.  Still today villagers follow their traditional system of living. Nature has blessed Yogong as one of the unique places on earth in terms of landscape and prosperous natural flora and fauna.  More over there is huge unexplored potential for rural and ecotourism. The village produces rice, vegetables, fruits, meat, fish and other necessities bountifully.

Yogong and Yosing are the only villages in Rumgong circle which dwell under darkness.

During every election, candidates promise to fulfill the need of the villagers but after election they forget the promises and keep aside the problems of village till the next election comes. Every election we are a big issue!

The villagers still follow the traditional style of living which is a good sign to preserve the culture and tradition of the community however the village population has dwindled drastically and it is a serious problem. In 1991census, the house hold of Yogong village was above 55 but in the last census it has come down to less than 35. At present there are only 32 houses with two houses without caretaker. Many people have migrated to other villages where there are better road, electricity, network communications, medical and education.

Now a days people cannot live without these facilities forcing them to migrate to other places.  The educated lot of the village has also not taken the pain to settle down in the village.

Therefore, through your esteem daily I would like to draw the attention of our local MLA, ZPM and Village panchayats to seriously highlight the problem of our village to the state and central government to include our village into the developmental map.
